Rough cost estimates of lunar transportation systems involving relatively conventional rockets; typical chemical fuel cost expected to be of order of 2¢ sign;/lb for liquid oxygen, and 25¢ sign;/lb for liquid hydrogen; direct-operating costs, launch and development costs; cost of lunar transportation by conventional chemical propulsion seems to be extremely high, but can be substantially improved by going to high-energy recoverable systems and even more by nuclear recoverable rockets.
