PROBLEM TO BE SOLVED: To provide a method of operating a fuel cell having high power generation characteristics and a fuel cell system.SOLUTION: The fuel cell operating method uses a fuel electrode and a power source connected to a fuel electrode of a membrane electrode assembly having an electrolyte membrane and an oxidizing electrode and the oxidizing electrode and has an operation step of applying a voltage having a potential cycle including a repetition of a low potential and a high potential. The low potential is 0.85 V or less with respect to the oxidant electrode with potential of the fuel electrode as reference potential. The high potential is 1.10 V or more with respect to the oxidant electrode with the potential of the fuel electrode as the reference potential.SELECTED DRAWING: Figure 1
