To forecast an amount of vehicle inflow from a predetermined entrance to a road with high accuracy.SOLUTION: A traffic forecasting device comprises: an acquisition unit that acquires traffic information from a traffic information collection device that collects traffic information of vehicles on a road; a generation unit that generates a forecast model by using at least an amount of past vehicle inflow earlier than a predetermined timing from a predetermined exit around an entrance on the basis of traffic information when generating a forecast model that forecasts the amount of vehicle inflow from the predetermined entrance to the road at a predetermined timing; and a forecasting unit that forecasts the amount of vehicle inflow from the entrance on the basis of the forecast model and the amount of vehicle inflow earlier than a forecast target timing from the exit obtained by the traffic information when forecasting the amount of vehicle inflow from the entrance at a future forecast target timing.SELECTED DRAWING: Figure 5
