• Flow conflicts can reduce metroplex capacity, especially in less than visual weather conditions • PBN approaches can help alleviate the conflict and improve capacity • Mixed PBN capabilities (in NAS users) can impede full deployment • TFM can create temporary critical mass through exclusive TMI • Implementing such TMIs, however, is not trivial • Proper implementation (duration and timing) is key to generating benefits • Flight capabilities should be available in advance (\textasciitilde 8 hours prior to departure) • Traffic managers should have proper decision support tools to find a sweet spot in demand and model the outcomes • Immediate ground delays • System-wide impact of ground delays.
