This report examines parking policies that act as incentives to high occupancy vehicle travel, especially for work trips. The study reviews a number of parking incentives to increase ridesharing, including preferential parking for high-occupancy vehicles, free or low cost parking for carpools and vanpools, and differential price structures based on vehicle occupancy. The discussion of incentives to increase use of transit focuses on fringe parking and off-site substitute parking with shuttle service. It also discusses employer-sponsored transportation assistance programs and bicycle-based programs. A list of Federal contacts and jurisdictions which have tried innovative approaches is provided, as is an introductory bibliography. The report is of an introductory level of detail, and should be most useful to the staffs of officials concerned with parking policy.
