The SCOOT (Split Cycle Offset Optimisation Technique) vehicle-responsive traffic control signal system described by Hunt el al (1981) has been commercially available for over seven years and is now installed in over 40 cities in the UK and overseas. Projects had been carried out, which were aimed at making SCOOT more aware and be able to react to what was actually happening on street by providing feedback of signal status and by measuring the saturation flow rate online, and to provide additional facilities within SCOOT for dealing with severe congestion. These projects were completed in 1989 and the results of the work have been combined with other enhancements developed at TRRL to produce the latest release of SCOOT, Version 2.4. The paper describes the new features of Version 2.4.
