Optimization of independently operating power infrastructure sites, such as electric vehicle (EV) bins, may result in sub-optimal operation across multiple power infrastructure sites. The disclosed embodiments aggregate, across one or more criteria, a plurality of power infrastructure sites (which can be optimized as a single unit) that support flexible loads into a virtual site model that represents a multi-tenant charging formation system, to maximize utilization of infrastructure assets and provide robustness against uncertainties during operation of power infrastructure sites, while minimizing energy costs. When applied to an EV bin, embodiments may mitigate or reduce delays in operation of an EV fleet.
