To provide a program or the like that does not require infrastructure facilities around a moving object and uses only position information of the moving object to estimate the occurrence tendency of a predetermined event.SOLUTION: A program includes: position group generation means for generating a position group from position information of each of a plurality of moving objects; teacher data input means for inputting, to a learning engine as teacher data, element group data in the proceeding direction of the plurality of moving objects for each position group output from the position group generation means on the basis of the position information of the moving object where a predetermined event has occurred in the past, and learning the occurrence tendency of the predetermined event; and event occurrence tendency estimation means for inputting, to the learning engine, the element group data in the proceeding direction of the plurality of moving objects for the position group output from the position group generation means on the basis of the position information of the moving objects to be estimated, and acquiring the occurrence tendency of the predetermined event in the position group as its output.SELECTED DRAWING: Figure 2
