To provide a traffic flow prediction device, traffic flow prediction method, and program for minutely predicting a traffic flow.SOLUTION: A traffic flow prediction device comprises: a detector information acquisition section for acquiring detector information, from vehicle detectors, which is acquired at predetermined time interval by the vehicle detectors respectively arranged at multiple points on a road and which includes at least vehicle number information on vehicles passing the points where the vehicle detectors are arranged and speeds of the vehicles; an on-vehicle unit information acquisition section for acquiring on-vehicle unit information which includes at least position information on vehicles traveling on the road and speeds of the vehicles traveling on the road from on-vehicle units mounted on the vehicles traveling on the road; and a traffic flow prediction section for predicting a traffic flow on the road based on a relational expression between a traffic density and speeds and relation between a traffic density and a traffic density at a succeeding time, that are learned based on the detector information and the on-vehicle unit information.SELECTED DRAWING: Figure 1
