The increasing complexity of traffic management and the rising incidence of road traffic accidents have brought the need for innovative solutions. Unmanned Aerial Vehicles, popularly known as drones, have emerged as promising tools in traffic monitoring and accident prevention. This paper intends to conduct a systematic literature review to understand the application of UAVs within traffic monitoring systems. This study reviews different UAV -based models for tracking vehicles, estimating speeds, and detecting violations of traffic rules and suspicious behaviors in real-time. This includes significant advantages, such as wide coverage, cost-effectiveness, and flexibility, considering technologies in concert with UAVs for instance, Artificial Intelligence, 5G, and IoT. It faces several significant issues due to limited battery life, adverse weather sensitivity, and strict regulation. The review identifies best practices and future research directions, emphasizing the need for multi-UAV collaboration, improved data processing techniques, and solid policy frameworks. Addressing these challenges will effectively integrate UAV s into GCC traffic monitoring systems, offering a unified approach to improving road safety, optimizing traffic management, and contributing to the region's smart city initiatives.
