The Energy Management Guidelines Manual is organized into two separate volumes and an executive summary. Volume I is devoted to procedures. It contains four sections. Section 2.0 develops the basic of energy cost. Sections 3.0 and 4.0 are concerned with the procedures for establishing energy management programs during rail system design and construction and for systems presently in operation. Section 5.0 contains a glossary of terms and Section 6.0 contains a bibliography of projects, reports and papers on the subject.
