The transport and logistics system (TLS) is the most important infrastructure project in the field of management, on which other areas of development (economy, environment, management, standard of living, etc.) depend. It should take into account the targets of the strategy of the country and the region in the context of evolutionary and economic development, and it should be considered in the context of the rapid spread of information technologies when highlighting the institutional component of the functioning of these systems, which depends on cumulative factors, socio-technological drivers of the digital economy (big data, blockchain, cloud technologies, digital platforms, smart city technologies, the Internet of things, etc.) and the organization of the information space. Today, the interaction between economic agents in the TLS is moving to a new level, characterized by a large number of services before material production, new forms and principles of relations, as well as an increase in transaction costs, and as a result, the future development of logistics is moving to the digital area of the information space of automated algorithms for business, for the population and public authorities, ensuring the integration of intra-production, business and other processes. This will allow us to achieve a higher level of inter-organizational coordination within the formal institutions of digital logistics, which are not formed today.
