Using the ideas of multi-objective optimization, the paper brought forward the maximum speed limit methods based on efficiency, safety, economic and comfortable quality of freeways. The maximum speed limit value under the conditions of at-grade straight lines section, free traffic flow, good pavement and weather was taken as a basic value. Minimizing the sum of time cost and fuel consumption cost were taken as the objective function. The death rate of accidents and passenger's comfortable quality that met corresponding allowed range was taken as constraint conditions. The basic value of the maximum speed limit calculation model was established based on minimum generalized operating costs of vehicles. A mathematical method of extremism solution was adopted to obtain the basic values. At last, it was given that basic values according to different design speeds and different vehicle types.
