It is our object that the traffic information of highway network can be obtained through the least traffic-information obtaining stations. Because of the economic condition, the traffic information of highway network is gained usually by laying the stations step by step, and then the whole traffic information of the highway network can be finally obtained. On the basis of Graph Theory, the highway network was modeled, and the associate matrix of highway network model was gained. The project on the principle of target coverage rate was brought forward, and three optimum models ware established. By operating to the associate matrix of highway network model, the solution of three optimum models ware got. The model can raise the coverage rate gradually by increasing new stations on a basis of any coverage rate. The computer program for this model's solution was compiled and the layout schemes of traffic-information obtaining stations for different coverage rate ware obtained. The highway network of Jilin Province was given as an example.
