The Ministry of Transport of the People's Republic of China issued Guidelines for the Safety Audit of Highways (JTG/T B05-2004). In the seven years' practice, the highway safety audit has gained recognition and acceptance. Rich experience has been accumulated in a large number of engineering practices. None the less, with the development of safety science and state-of-art safety concepts, many problems appear in practice. The purpose of the paper is to analyze in detail existing problems based on a questionnaire survey and to offer highway safety audit suggestions for management policy, which will be of great help to government administrative departments in policymaking.
