The ports of Long Beach and Los Angeles (San Pedro Bay Ports or Ports) comprise the largest port complex in the Western Hemisphere. The Ports rail system, supported by the Alameda Corridor and western transcontinental railroads, handles significant cargo volumes that have steadily increased since the inception of containerization. The Ports throughput reached 20 million TEUs in 2021, and this amount is projected to more than double by 2045. Maximizing the movement of containers via the Ports’ rail system is one of the key tenets and strategies of the San Pedro Bay Ports Clean Air Action Plan, the California Sustainable Freight Action Plan, the California Freight Mobility Plan, and the California State Rail Plan. The Ports have proactively planned their rail systems to accommodate intermodal cargo growth since the late 1980s. The Ports, along with the western Class I railroads, have invested capital and operational resources to ensure their rail systems have the capacity to handle cargo demand. The rail system planning and investment are ongoing as demand continues to increase. This planning is enhanced by the lessons learned over several decades of Port rail operations. The COVID-19 pandemic has created extreme demand and myriad challenges to the international supply chain and brought intensive evaluation of Port operations and performance. The lessons learned in 2020–2021 and those from the previous decades are presented herein.
