Traffic jam is a commonly problem to many big cities. Many statistical data show that traffic is obvious disequilibrium not only in different days, but also in different periods of the same day. In peak hour, the traffic is obvious more congested than other times. By classification of transportation time under uncertain traffic, the vehicle scheduler model of city logistics constrained by soft time window is set up in this paper. Genetic algorithm of natural number coding and simulation method is applied to solve this problem. A numerical example shows that the variance of transportation time may be crucial factor to vehicle scheduler under uncertain traffic.
