The level of service (LOS) of the non-motorized vehicle at the signalized intersection is an important indicator to measure the efficiency and safety of the non-motorized vehicles crossing the signalized intersection. The objectives of this study were to identify the factors affecting the LOS of non-motorized vehicles when crossing the signalized intersection and to develop a suitable method for estimating the LOS of non-motorized vehicles. The important factors influencing the LOS of non-motorized vehicles are summarized: turning traffic, through traffic, number of the non-motorized vehicles, and delay. The data collected by video and a questionnaire survey include information on participants’ sense of comfort and safety when crossing the signalized intersection. Delay is an important parameter, and estimating it accurately is complex because of bicycle and e-bike crossing behaviors and mixed traffic conditions at the signalized intersection. Thus, the delay is the key performance indicator with which to evaluate a signalized intersections level of service of non-motorized vehicles. To evaluate the non-motorized vehicle facilities at intersections for further improvement and better design and construction of further work, LOS is an effective method.
