Traffic congestion is a serious problem in large cities and is caused by various factors, such as accidents, inclement weather, and road maintenance work. This study investigates the effect of inclement weather on urban traffic flow based on the weather condition information recorded by the weather detectors and the traffic flow data collected by microwave vehicle detectors. The impact of inclement weather on traffic flow is quantitatively assessed in this research at different periods of the day and different rainfall intensities. Results show that at different time periods of the day, inclement weather has the largest impact on traffic conditions during peak hours, the least during non-peak hours in daytime, and moderate during non-peak hours at night. Moreover, different rainfall intensities have discrepant impact on traffic conditions for the same time period. This work is beneficial for traffic managers in making better decisions and predictions.
