Cedar Bayou is a small coastal stream that originates in Liberty County, Texas, east of Houston. The lower 9.7 kilometers (6 miles) is a federally maintained navigation channel 3.1 meters (10 feet) deep and 30.5 meters (100 feet) wide at the bottom. The channel, which is used by shallow draft barges and recreational boats, meanders along the urbanized eastern portion of the City of Baytown, Texas, before entering Galveston Bay and the Houston Ship Channel. In 2000, Section 349 of the Water Resources Development Act authorized a navigation channel improvement that expands the channel to 3.7 meters (12 feet) deep by 38.1 meters (125 feet) wide, in addition to extending the channel to 22.5 kilometers (14 miles) long. This would improve the existing navigation and accommodate future barge traffic along the channel. The Chambers County Cedar Bayou Navigation District, who is the local sponsor, initiated a Feasibility Study and Environmental Impact Statement to evaluate various alternatives and formulate the selected plan based on national economic benefits provided by improved commercial navigation use. Upon completion of these studies, the U.S. Army Corps of Engineers would participate in the initial project construction and assume responsibility for channel maintenance.
