This paper investigates the problem of locating public charging stations for electric vehicles in an urban traffic network. To equilibrate the choice of battery recharging or swapping for electric vehicles without running out of charge, as well as to reduce the construction cost of public charging stations, a bi-level programing model of locating public charging stations for electric vehicles is proposed. The upper level is a discrete factory location model to formulate the construction planning of public charging stations for lowest cost. The lower level is a user equilibrium model to determine the demand of batteries recharge or swap in public charging stations. Finally, a numerical example is presented to verify the effectiveness of the bi-level programing model and calculate the location scheme. The results show that the bi-level programing model ensures reasonable locations of public charging stations, while the flow distribution of recharging or swapping for electric vehicles can reach equilibrium.
