The congestion and imbalance problem at rush hours exists in many arterials of urban roads. Transit is a highly efficient way to solve the congestion problem due to its high-person capacity, while a reversible lane often used in roads where the traffic flow differs from morning to night. Taking advantage of the transit priority method and the reversible lane method, this research proposes a comprehensive optimization method. The method combined dedicated bus lane assignment, general lane assignment, and intersection signal timing in a unified framework. A numerical analysis based on the surveyed data of Siping Road is conducted to illustrate the effectiveness of the proposed method. Compared with the implemented reversible lane method, the proposed method can decrease the degree of saturation and increase the capacity of intersections. This research also presents the lane assignment plans under different traffic flow demand.
