Multi-echelon location routing problems are more common in recent years. With the development of logistics companies and the trend of outsourcing logistics, people are paying more attention to the open location routing problem. Considering the possibility that some customers may have excess goods and the shelf life of perishable products, this paper considers the simultaneous pickup and delivery in the second echelon (i.e., satellite to customer) of the two-echelon open location routing problem. In the first echelon, all the goods in the satellites are shipped out, and there isn’t remaining goods. In the second echelon, the vehicles pick up the goods from the customers with excess goods and deliver goods to the customers with demand simultaneously. The objective function is to minimize vehicle routing cost, vehicle fixed cost, and satellite opening cost. CPLEX is used to solve the problem. Finally, the effectiveness and practicability of the model are verified by examples.
