Development and programming of roads in cities has been highly saturated, but growing vehicles still make a huge pressure on urban transportation. The congestion pricing strategy can improve the structure of urban transportation and balance the traffic flow between O-D. Causes of congestion and basic principles and models of congestion pricing are analyzed in this paper, which shows its importance on the optimization of traffic management, resource utilization and economic development.
