Urban transportation network is a complex, random and dynamic system. The resource saving of Logistic distribution for companies is largely dependent on the reliable vehicle routing and planning of scheduling. Considering the complexity of urban transportation network, the non-recurrent traffic incidents often invalidate the predesigned optimal vehicle routing and scheduling planning and there also exists neglect of considering time-dependent variability of network under such a scenario. This paper is devoted to considering dynamic reliability analysis of network during lasting period of traffic incidents for formulating a specified vehicle routing model. Subsequently a heuristic genetic algorithm with Monte Carlo approach is applied to give a numerical result when the proposed model is testified under a certain case.
