For half a century, JFK International Airport has lacked direct access via rail transit. Delays on the interstate highway accessing JFK have increased travel times, while traffic flow has been further inhibited by on-airport roadway congestion. The Port Authority of New York and New Jersey, the airport's operating agency, compared alternatives for an airport access system to connect JFK to Manhattan and reduce on-airport traffic.
