Road traffic crashes are one of the leading causes of death in China. Recent experience from other countries shows strategic road safety plans are vital for road safety improvement. The plan allows all concerned efforts to work together to achieve safe road transportation. In 2011, the Chinese government published its first nationwide strategic road safety plan—"Twelfth Five-Year Plan of Road Traffic Safety." According to the plan, local governments above the county level have the responsibility for their respective plans. A Decision Support System for Strategic Road Safety Planning (DSS-SRSP) is proposed in this paper to help Chinese policymakers with this. The concept of DSS-SRSP is given and user requirements analysis is made. The system function and structure of DSS-SRSP is designed.
