A vessel allision involved damage to the bulkhead at one of the busiest areas of the San Diego waterfront. The Port of San Diego declared an “emergency” that authorized the immediate execution of simultaneous design and construction contracts. Once authorized, the project team worked 24/7 to implement repairs. The 1928 bulkhead structure is part of the historic Navy Pier located at the front doorstep to the city. The location is at the intersection of the USS Midway Aircraft Carrier Museum, San Diego Bay Harbor Cruise facilities, and Harbor Drive, and is the site of heavy pedicab/pedestrian traffic. This project was executed under the scrutiny of the public, tenants, and media. Key elements of the project included: vessel Allision; above/below water inspection; restoration of 1928 bulkhead; In situ tie-rod testing; combination concrete wall form/cofferdam; special high early-strength concrete; design and construction work completed in 60 days!
