This paper starts with the definition and characteristics of a railway logistics park. It then discusses the site selection planning by both quantitative and qualitative analyses. The paper selects the site of a railway logistical park by use of the Grey Relational Analysis and the Rough Sets Theory. Then, the paper presents a system of evaluation indices, including:(1) freight operation; (2) infrastructure; (3) location; (4) regional; and (5) resource; and (6) policy support for railway stations. Finally, this paper evaluates an example to show how this method is used in selecting a site for a railway logistical park.
