Origin-Destination (OD) matrices estimation is one of the key components in traffic planning and traffic control. Based on the maximum-entropy model, a solution by Genetic Algorithm (GA) is proposed. As an example the Guangzhou Neihuan Road traffic survey data is used to show the importance of current traffic counting points selecting principles. Two new principles are presented. Results show that this solution is able to solve the OD matrices estimation problem. The principles of setting traffic counting points tested in this paper play a very important role in the OD matrices estimation problem.
