With the development of the social economy, traffic congestion has become a bottleneck for mega-cities and big cities around the world. Congestion charging, as an important means of transportation demand management, can effectively suppress the traffic demand, guide and regulate the traffic flow, and ease urban traffic congestion. This paper first analyzes successful international congestion charging cases, then describes the theory of congestion charging. Finally, Xi’an Hi-tech Industries Development Zone is examined as a case study to explore congestion charging.
