Traffic diversions strategy is effective means for resolving traffic congestion of a region (or a city), and whether traffic diversions strategies are applied or not depends largely on data, which can tell us information about how much traffic passes through the region between pairs of origin-destination. This article aims to study the method as how to estimate the data. The problem of estimating origin-destination matrix passing through a region is extension for intersection origin-destination matrix. Many researchers, such as M.G.H. Bell, B. Li, N. Nihan and H.D. Sherali among others, pay more attention to the latter and get lots of solutions. According to their study, we give a multi-linear recursive model with probability-constraints for the first problem and design an algorithm following the viewpoint of the multi-linear recursive model for estimating the origin-destination matrix. The algorithm with its estimated reasonable results is suitable for practical use.
