There is a need for external benefits analysis of railway construction, and the application of externality theory to the national economy evaluation of railway construction projects. For the construction of railway project has an impact on railway industry, social and natural environment and brings external benefits. Through the study of the current method, this paper builds the index system of national economy evaluation of railway construction based on the externality theory. Though comparison, the new index system is better than the traditional method in defining clear targets and independence of indexes. The analysis of the instance shows the feasibility of externality theory and it provides a new system for national economy evaluation of railway construction.
