Based on the knowledge of cognitive psychology, a kind of drivers’ cognition frame which combines intuition, analysis and inference was proposed, and the drivers’ cognition behavior in the process of car-following was analyzed under the frame. Based on the data collected by the Five-wheel system, four factors including velocity, acceleration, displacement of the front vehicle and displacement of the following vehicle, which have independent role in the process of driving information extraction, were determined by using factor analysis. Accordingly, the cognition process of drivers was divided into four phases and a cognition structure model for drivers’ car-following behavior was developed. Each phase was analyzed concretely, and a car-following model was developed based on the drivers’ cognition behavior by mathematical method. Simulation result shows that the developed car-following model can properly reflect the drivers’ behavior in car-following course.
