The model for the network system of distributing traffic in port is established using mixed nonlinear bi-level programming theory. The model has considered harbor benefits, and the customer independent options. The upper level minimizes the total cost of the ports system, including the transportation and stock cost. The decisions can't be taken without considering the change of the freight flow and charge caused by variation routing decision made by ports' carriers. The lower level reveals the route choice of those clients based on a system optimized flow pattern, Also the solution is constructed based on combining the penalty function approach and heuristic rule, and that overcomes the default that separates the decision between ports and clients.
