The friction characteristic of road surfaces and tires is a key factor affecting traffic safety. The key contributing element to wintertime serial collisions is the considerable increase in vehicle braking distance caused by ice on the road surface. In this paper, the friction performance of icy open-graded asphalt pavement was tested, and vehicle braking distance was calculated by Carsim software. According to the findings, the friction performance of open-graded asphalt pavement with rubber reduced somewhat with a drop in temperature and dramatically with a thickening of the ice. The friction coefficient of icy open-graded asphalt pavement is about 0.2–0.8, and the braking distances of vehicles on icy pavements can be more than three times that on dry pavements. Under the influence of snow and ice weather, it is advised that the speed limit be set at 60 km/h for traffic safety.
