The key issue of the strategy of public transit phased evacuation is optimizing the hub location and planning the route for public transit evacuation. This paper combines two types of traffic management measures with bus-specific reversible lanes and intersection conflict elimination to construct an integrated optimization model for public phased evacuation hub location-route planning and traffic management, and designs a multi-objective optimization algorithm based on a genetic algorithm. This differs from previous research because the quantitative constraints and modeling expressions of the optimization method make the model more applicable to the general situation. The typhoon evacuation in Beilun District of Ningbo City was used as an example to verify the effectiveness of the model. The results show that the model can optimize the public transit evacuation network and is helpful for evacuation efficiency and safety.
