The article presents possibilities of a new tool designed for risk assessment and safety of navigation evaluation. The VTMIS integrated simulator conception was designed in Maritime University of Szczecin. The era of standalone marine simulators has already passed. At present the team of fully integrated simulators could act in almost real environment. Such simulators do not require the use of very strict algorithms implementation. Opposite to that, research simulator performing task in design of ports and accident reconstruction must fulfill very strict criteria of implemented software and interactions between user and simulator. Such interaction between real different participants of the simulation in almost real environment conditions and in real time is very attractive. The article presents way of design for such simulator in hardware and software as well as expected results of researches performed on it.
