General aviation safety may be measured by fatal accident rate and fatality rate. In China, such rates fluctuate each year, which brings about a concern to the industry. Due to business structure differences of the general aviation industry between China and the U.S., it is rational to compare the fatality rates of the general aviation flight activities other than personal flights. China has great potential to develop its safety management on general aviation so as to keep up with the industry’s fast development, through surveillance policy making tailored for different businesses, simplified approval process for air space and flight plans, and new technology application.
