The local and regional traffic problems of Harbin's Jingyu Street are analyzed. Because of the traffic, business functions are restricted. Two traffic modes are proposed: complete protection and restricted protection. Consideration must be given to the protection and redevelopment of Jingyu Street. Evaluation factors for traffic improvement schemes for a style protection district are discussed. These are based on three indexes: land zone, style protection, and traffic access degree. A fuzzy evaluation method to appraise schemes is presented which discusses experiences for protecting a traditional style protection district.
