Depending on the randomicity analysis of traffic demanding and road capacity, and referring to the reliability theory, the definition and algorithm of unblocked reliability for component (road link and intersection) and system in Urban transportation network are suggested in the paper. Through the component importance analysis, the optimum improvement plan to alleviate the traffic congestion is suggested. In the end of the paper, an example is given to illuminate the application of the index of unblocked reliability in the traffic condition assessment and improvement plan of urban transportation system.
