Ramp metering has been widely used for managing motorway traffic congestion. The majority of the research in the area of ramp metering strategies is concentrated on local traffic responsive algorithms. This paper presents a dynamic optimization framework for maximizing the efficiency and stability of motorway operations with consideration of uncertainties in traffic demand and flow characteristics. The optimization model based upon the macroscopic cell transmission model (CTM) which captures traffic dynamics by a piecewise linear fundamental diagram. The global optimal solution is solved by using CPLEX solver. The optimal solution provides useful insights and guidance on how we should manage our transport infrastructure to maximize its efficiency with uncertain demand and supply.
