That traffic impact assessment (TIA) is a complex multi-level system analysis course. Any single, isolated and static evaluation is not enough for achieving scientific and rational evaluation conclusion. Based on the complex dynamic characteristics of traffic impact and hierarchical control idea, this paper comprehensively considers the characteristics of project, the location of project and its land-use developed intensity, its surrounding road network condition and relevant facilities service level, traffic service, especially public traffic service level, the hierarchical relationship, the coordination characteristic and the mutual promotion development between different traffic impact factors, brings forward hierarchical analysis method and design scheme for TIA.
