The traffic behaviors are the result of the traffic participant's decision-making, who is a total rational subject. There are many kinds of conflicts of interest among the traffic participants, which is as the same as what the game theory researches. On the basis, this paper analyzes the process of the traffic participants' decision-making. It is put forward that there must be every probability of the traffic participants, as a single rational subject, making the decision to do some illegal traffic behaviors, when his optimize strategy contradict the colony's optimize strategy. Management measures are the key to regulate the traffic participants' best strategy.
