This paper concludes that East China, led by Shanghai, is the most influential area for shipping industry in the nation in terms of both the concentration scale of enterprises and development potential. The conclusion is based on industrial cluster theory, through detailed analysis of specific statistics and with focus on the model of interactions between enterprises within the cluster. It is manifested from the following two aspects. Firstly, with the betterment of deep water harbor in Shanghai, a pattern of simplified customs clearance procedures has taken shape in the city and rapid economic growth in the city as well as provinces and cities along Yangtze River Valley has made it more obvious for the city to function as a shipping center in China. Secondly, as a center for shipping and related industries, Shanghai has great impact on both itself and the whole Yangtze River Delta, Jiangsu and Zhejiang being two key players in the region. The impact Shanghai has on Yangtze River Delta is realized through its supporting industries for Shanghai-based shipping enterprises, as well as China's strategic development plans, including the construction of Yangshan Deep-water Harbor and the deep-water channel at the mouth of Yangtze River.
