Eight Tiros meteorological satellites were launched into orbit and successfully performed their mission; attainment of scientific and engineering objectives for these spacecraft is result of testing and evaluation program; test phases for flight-qualified payloads include acceptance, hangar, on-stand precountdown and countdown, and postlaunch evaluation; in evaluating performance of Tiros I, "magnetic-dipole" effect was discovered which caused precession of satellite's spin axis; effect has now been applied for active attitude control on several Tiros and relay satellites.
