Rotating cylinder at flap as conventional boundary layer control device is considered and some of STOL wind tunnel results; establishment of boundary layer control parameter for given geometry, considered to be ratio of cylinder peripheral speed U to some arbitrary known air speed V; effect of U/V parameter on rotating cylinder in airstream; problems encountered in deflected slipstream concept and development of aerodynamically balanced rotating cylinder flap; experimental verification; example of application of rotating cylinder flap system to Ryan VZ-3RY twin engine deflected slipstream VTOL aircraft.
