Study of spacecraft development program shows how reliability may be used to improve program quality and design decisions during program definition and preliminary design, and to suggest ways of extending process to other program phases; paper is based on work being performed by major corporation for proposal from jet propulsion laboratory; planetary exploration spacecraft was chosen because of sensitivity of mission value to spacecraft reliability.
