Small, low-cost, spin-stabilized, operationally flexible vehicle, capable of taking 30 lb payload to height of 130 km (81 mi), is being developed for use in space research projects; research and development is being coordinated by Atomic Weapons Research Establishment; Petrel is just over 19 ft long, with nominal diam of 7 1/2 in. at parallel portion of motor case; it will be stabilized in flight by six fins, set to give spin rate of about 10 rps at burnout; propulsion will be by "cigarette" or end-burning plastic propellant sustainer motor "Lapwing"; notes are included on boosting, launching, telemetry equipment, etc.
