Outflow meter was designed, constructed, calibrated, and tested to evaluate effectiveness of surface texture in specific instances; meter compares relative drainage abilities of surfaces by assigning drainage number to each, and serves to establish slope of wet sliding coefficient of friction vs speed characteristic for particular texture; extent of locked-wheel skid testing was reduced by instruments described.
